Not unless you jail break. Operating system of the iPad, iOS maintains control, very tight on what programs can and cannot do. It limits the interaction which may have programs and what control - if any - they can have on the operating environment. It is not possible for an application to close or open another, or for applications to interact - except in a very limited meaning and which are strictly controlled by iOS. While this imposes certain restrictions - as do not allow the kind of feature that you are proposing here, has many advantages, not least of which is that the iPad cannot get a virus.
