Safari block pop ups appear dimmed and non-editable

Here is a guess.

You have a configuration of the e-mail exchange on your iPhone and iPad business account? There is a chance that the exchange account disable some settings. To test this theory, you could go to settings-> Mail-> select an e-mail account and Mail slide off. This with all email accounts, only to return to the settings-> Safari to see if it had no effect.

Just as easily, you can reactivate your email accounts.
