The nature of iOS, where all applications run in the sandbox, they can intervene directly between them, and it is not possible for an application to give an overview of all other installed apps, or the size of each application.
However, when the iPad is connected to your computer, you can open iTunes, select the iPad and then in the Apps tab, change the listening of "sort by size". Who will organise all applications by their size, even those who are not currently installed.
